With over 40 years of dedicated service in the Department of Defense—including active-duty Military experience, roles in Air Force Engineering & Technical Services, and contract oversight with the Defense Contract Management Agency (DCMA)—the owner of S & M Safety Training LLC has leveraged deep expertise in explosives safety to collaborate extensively with DoD personnel and contractors. This includes working alongside depot maintenance teams, program managers, engineers, equipment specialists, contracting officers, and safety professionals, as well as contractor leadership (such as CEOs, engineering teams, EHS directors, and contracting personnel) in both contingency operations and austere environments worldwide.
Drawing from hands-on involvement in reviewing and supporting Explosives Safety Site Plans (ESSPs), ensuring compliance with DoD Manual 4145.26-M (DoD Contractors’ Safety Manual for Ammunition and Explosives), conducting risk assessments, and facilitating submissions to the Department of Defense Explosives Safety Board (DDESB), this experience has directly contributed to protecting personnel, facilities, and missions while enabling safe explosives operations across military and contractor settings. Also experienced and certified in DCMA 8210.1 (DCMA Instruction 8210-1C/D Contractor’s Flight and Ground Operations
