Coordination with DoD Procuring Activities Required The courses provided do not relieve the user of the Manual from coordinating with the DoD Procuring Activities to verify and validate the contractual compliance requirements. Any questions, interpretations, clarifications, approvals, or waivers related to the Manual’s requirements must come from the official Authority Having Jurisdiction (AHJ)—typically your procuring contracting officer (PCO), administrative contracting officer (ACO), or designated DoD explosives safety authority. Do not rely on this course or S&M Safety Training LLC for official clarifications or binding contractual guidance.
As stated in the DoD Manual 4145.26 (2008): “Questions on interpretation of any requirement in this Manual by the contractor should be submitted through the contractor’s assigned administrative contracting officer to the procuring contracting officer for further review and resolution.”
